Camila Fonseca is the director of fiscal research at the Institute for Urban and Regional Infrastructure Finance (IURIF) at the Humphrey School of Public Affairs. At IURIF, she is engaged with research related to financial arrangements for transportation, capital budgeting for transportation, and impact analysis of transportation investments. One of her leading projects, in collaboration with Professor Zhao, analyzes the funding challenges transportation authorities face and implications of alternative funding streams. Her work also includes the construction and update of the Minnesota Transportation Finance Database and the design of alternative fee schemes.

Before working at the Humphrey School, Fonseca consulted for the World Bank and the Inter-American Development Bank and worked in her native Colombia in the financial sector. While working for these organizations, she gained experience on quantitative analysis of public policies, budgeting, and data management, including data collection and visualization. Fonseca holds a master’s degree in public policy from the University of Minnesota and a bachelor's degree in economics and finance from Universidad del Rosario (Colombia).
