Project summary:
This project studies how transportation planning experts and the public can more effectively communicate in democratic decision-making about technically complex transportation policies. Through review of the literature and analysis of three cases, this project proposes methodologies for organizing and evaluating public engagement in transportation finance and service decision-making in Minnesota. This project summarizes a four-step framework for public organizations to use in deciding how to design and manage the public engagement process.
