District/Area Transportation Partnership (District/ATP) Process Study

Project summary:

The purpose of this research project is to study the district/area transportation partnership (District/ATP) process as a part of the area transportation investment programs in each of the eight MnDOT transportation districts. The study will 1) document current District/ATP practices and processes. 2) evaluate resources needed to strengthen the regional approach to developing the state transportation improvement program. and 3) assess the results of the District/ATP process. The audience for the study will be members of the District/ATPs, MnDOT's Office of Investment Management, and the executive leadership team. The project's findings will be presented in a written report and in oral presentations to the appropriate parties. The findings will exhibit an analysis of the project solicitation process, the planning and development process, public involvement, prioritization and ranking techniques, types of projects selected, and a documentation of the challenges in Area Transportation Improvement Program (ATIP) development. This District/ATP process study will look specifically at: 1. Ranking techniques 2. District/ATP membership make-up 3. District/ATP Boundaries4. Goals for the District/ATPs5. Relationships with metropolitan planning organizations. regional development commissions, cities and counties 6. Public involvement.
