About the Event
CTS and our five councils hosted this annual all councils meeting, where participants discussed how refocusing transportation decision making is key to the future of mobility.
Featured speakers Yingling Fan, professor at the Humphrey School of Public Affairs, and Gregory Shill, professor at the University of Iowa College of Law, shared highlights from their contributions to CTS's Future of Mobility series:
- In United By Transportation, Fan explores how we can chart the future so that transportation helps to unite rather than divide our communities—and ensure that innovations in transportation enhance the quality of life for all.
- In Transportation Safety in a Second-Best Environment, Shill outlines the need for effective, actionable strategies that can improve transportation safety while sidestepping policy bottlenecks.
Following each presentation, attendees participated in conversation circle discussions.

Speakers
Yingling Fan is a professor at the Humphrey School of Public Affairs. She works interdisciplinarily in the fields of land use, transportation, social equity, and public health, studying the health and social impacts of urban land use, growth management, and transit improvement.
Gregory Shill is a professor at the University of Iowa College of Law. He studies firms, cities, and transportation through the lens of corporate law, securities regulation, and law and economic geography.
